Yes, this is an official animation by LEGO and yes, I bought this set (even though it was expensive).
I found a link to this short animation video through Adam Savage’s Tested YouTube page. He did a short collaboration with the artist and linked to this full length movie. It’s more puppetry than animation, but still very cool and it’s an excellent short film:
