Homebrew, flashcarts, and the seven seas

So, in case you were wondering about the general state of 3DS homebrew right now, it takes about a half-hour for a reasonably technical user to slowly hack their 3DS on the most recent firmware. The bulk of the time is finding two pieces of information, then brute-forcing the third so you can inject a corrupted save into a legit DSi app. The rest is basically rebooting and moving files around on your SD/MicroSD card.
