It’s a big deal.
Basically, the (fascist) Republican party controls Ohio’s government and the voting population of the state is a slight majority fascist. (It’s not gerrymandering there: these are statewide votes mostly).
Since the Republicans plan to ban all abortions nationally and within every state they control, Ohioans used their ability to put state constitution amendments on the ballot to put abortion protections up for a vote later this year. Even many fascists want the basic human right to reproductive choice.
It will definitely pass. The threshold is a simple majority.
So the Republicans took a page from our broken Senate. They tried here with this vote to raise the threshold for an amendment passing from 50% to 60%. Specifically to prevent not only the pro-abortion amendment, but also many likely coming amendments around things like the minimum wage.
Why did they pick 60%? Because polls show that 59% of Ohioans are in favor of abortion protections.
Just like in the US Senate, 60% is a broad threshold the Republicans need to maintain minoritarian power. It lets 40% of the population block literally anything they don’t like. And for fascists, blocking something is far more important than passing something. It basically gives them unlimited license to prevent a government from doing anything.

It was very reassuring as an Ohioan to see how many people cared about this. Line for early voting was around the block.
