I assume the border control Jamoke figured it would be fine, because tannerite is normally a very “clean” explosive, very fast burning and self-consuming, all force and smoke and practically no spreading flame. Here’s a slowmo to show what I mean -
Of course, normally tannerite also doesn’t have a bunch of highly flammable cornstarch powder with it, and I’m pretty sure wouldn’t have bothered to check the packaging, which would have almost certainly had some sort of warning on it.
