Many people are cremated when they die a relatively few notable people have been carefully preserved for thousands of years (mummification or preserved in ice or the like). What do we think the typical duration is for an in-tact skeleton, a few hundred years at best? How many people lived in total in the past 300 years?
When skeletons raise from the dead, they tend to put themselves back together. Even if they’re missing some pieces, that doesn’t stop them. A one armed, one legged, skeleton pirate can still run you through with their cutlass. And of course they are immune to slashing and piercing damage, so you better bring a hammer.
